feat: add description filter to invoice search (#824)

Adds an optional `description` query parameter to `GET /invoices` that
performs a partial (LIKE) match against the invoice description column.

Also extends QueryFilter to support `%property%` notation (stripping
both delimiters) so the mapping is self-documenting and backward-
compatible with the existing single-`%` prefix convention.

Closes #811
