Fix endpoints when TLS min version is 1.3 (#4124)

* For own endpoins, fix TLS 1.3 setings

For the webhook and the monitoring endpoints, if the minimum TLS version
is 1.3, don't set the ciphesuitees, as this setting is not supported by
golang.

as this setting is not supported by nginx.
