Pin TypeScript to 5.x until ts-jest and typescript-eslint support
TypeScript 6, reverting TS 6 workarounds in tsconfig.json. Other
changes: bump check-jsonschema 0.37.0 to 0.37.1, skip Coveralls on
PRs in tests workflow, update README badges, fix libjsonnet to
libsonnet typo in wiswa-sync agent, add ci and regen skill files,
update CITATION.cff date, remove libjsonnet from prettierignore.
