docs: narrow ND-0915 self-healing to peer_payload-present window (#507)

Update ND-0915 (requirements, design, validation) to document that
the self-healing guard only fires when the \peer_payload\ NVS key is
still present — i.e., between a successful PEER_ACK and the first
successful WAKE/COMMAND cycle (ND-0914). Once the peer payload is
erased, the node cannot self-heal and must be re-provisioned via BLE.

This aligns the spec with the existing code behaviour (the
\has_peer_payload\ guard in \wake_cycle.rs\).

Add T-N917b validation test for the no-peer-payload case.
