feat(dist): Deprecation notice and migrate command (REQ-GO-045, REQ-GO-046)

Migration blockers for Python -> Go transition:

REQ-GO-045: Deprecation infrastructure
- deprecation.json manifest with sunset date and install methods
- README.md "Migrating from Python" section with full guide
- Install script detects existing Python rtmx, prints migration notice

REQ-GO-046: rtmx migrate command
- rtmx migrate --check: validates config, database, schema, hooks
- rtmx migrate --fix: moves legacy database, updates hooks, creates backups
- 6 checks with PASS/WARN/FAIL output per check
- 8 behavioral tests with real temp directories

Both migration blockers are now COMPLETE.
88 complete, 20 missing (81.5%)
