feat(welcome): generic CTA lines, full dynamic settings UI with info icons

- Make CTA lines generic (remove "building" references) so they work
  for any type of server
- Expand Dynamic Welcome dashboard section with channel selectors for
  highlight and exclude channels, timezone input, activity window, and
  milestone interval settings
- Add info icons (lucide Info) with tooltip text explaining what each
  dynamic setting does
