fix: preserve rule config fields in config set and add rule option support (#69)

- Fix clobber bug in Set() to read existing RuleConfig before updating Enabled, preserving Severity and Options
- Extend key splitting from 3 to 4 parts to support lint.rules.name.option keys
- Add parseOptionValue() helper to parse comma-separated values and type conversions (bool/int/float/string)
- Extend Set() to handle 4-part keys for setting rule options
- Extend Get() to handle 4-part keys for retrieving rule options
- Add comprehensive tests covering clobber fix, rule options, and parseOptionValue
