Version info endpoint and CI integration (PP-3939) (#110)

## Description

- Adds a `/version.json` endpoint, similar to the ones present in the
Palace Manager, Library Registry, and Virtual Library Card services.


## Motivation and Context

Before this change, determining the version running in a particular
instance was inconvenient, requiring checking logs for start up
information and similarly gruesome things. This change brings us to
parity with our Palace Manager, Library Registry, and VLC applications.

## How Has This Been Tested?

- Manually tested in local development environment.
- Manually pulled and built container in local environment.
- All tests, lint checks, and type checks pass locally.
