chore: pin GitHub Actions to specific commit SHAs (#10896)

Use pinact to replace mutable tags (e.g. @v1, @v3.3.1) with
immutable full commit SHAs to prevent supply chain attacks from
unintended action updates. Version tags are preserved as comments.
