Fix CI type generation by adding conductor_fork.go to tygo config

ForkInfo is defined in conductor_fork.go but tygo only included
state.go, context.go, and router.go. CI regenerates types from
scratch and got an unresolved ForkInfo reference. Add conductor_fork.go
to tygo include_files and import ForkInfo from generated types instead
of duplicating the interface in projectStore.
