[TLS] Load TLS certificates and keys only when required by the selected mode (#464)

#### Description

This PR splits `NewTLSMaterials` into two separate functions,
`NewServerTLSMaterials` and `NewClientTLSMaterials`, that now load
certificates and keys only when required by the selected TLS mode.

Previously, `NewTLSMaterials` unconditionally attempted to load all
files, causing initialization failures in `OneSideTLSMode` where a
client or a server may not have a full mTLS certificates configured.
