chore(deps): upgrade k8s dependencies to v1.35.3 (#6518)

* chore(deps): upgrade k8s dependencies to v1.35.3

Upgrade k8s.io/kubernetes from v1.34.3 to v1.35.3 and all k8s.io/*
staging modules to v0.35.3.

Key changes:
- Update all k8s.io/* require and replace directives to v0.35.3
- Update kube-openapi replace to match k8s 1.35.3 dependency
- Add k8s.io/externaljwt (new staging module in k8s 1.35)
- Remove k8s.io/legacy-cloud-providers (removed in k8s 1.35)
- Update kubevirt-client-go fork to k8s-1.35 branch to resolve
  removed storagemigration/v1alpha1 package
- Fix controller unit tests hanging due to WatchListClient feature
  gate being enabled by default in k8s 1.35 (fake clients don't
  support WatchList semantics)

* chore(codegen): regenerate client code with code-generator v0.35.3

Regenerate deepcopy, clientset, listers, and informers using the
updated k8s.io/code-generator v0.35.3 tools.

Key changes in generated code:
- Fake clientset now implements IsWatchListSemanticsUnSupported()
  to signal that WatchList is not supported
- Informers now use cache.ToListWatcherWithWatchListSemantics()
  wrapper to properly propagate WatchList support status
- Fix typo in watchActcion -> watchAction

The TestMain WatchListClient workaround is still needed because the
NAD (network-attachment-definition) fake client hasn't been updated
to support the new WatchList semantics interface yet.
