feat: add versions-tf-symlink lint rule (#64)

- add VersionsTFNotSymlink ErrorKind to validator
- register versions-tf-symlink rule in options
- add default config (disabled by default)
- implement findModuleRoot helper to detect root module
- implement rule in ModuleDir() to validate symlinks
- add testdata directories and files
- add comprehensive unit tests

the rule checks that submodule versions.tf files are symlinks
that resolve to the root module's versions.tf, auto-detecting
the root by walking up to find the topmost ancestor with .tf
files.
