project: parallelise independent async operations

Use asyncio.gather() for independent operations across the pipeline:
downloads, template writes, file cleanup, config writes, and GitHub
API calls. Remove duplicate topics/security PUT calls from
setup_github_project (already in _configure_github_repo).
