test: add coverage for generate, config, and dev server

- Add generate_command tests: CLI validation, single .ft end-to-end output, helpers
  (generateClientImplementation, extractFunctionName, generateClientIndex,
  copyFile, findForstFiles).
- Add config tests: LoadConfig, FindConfigFile, Validate, ToCompilerArgs,
  FindForstFiles include/exclude, glob edge cases.
- Add dev server HTTP handler tests via httptest and TypeScriptGenerator file tests.
- Initialize typesCache in NewHTTPServer so /types can cache without panicking on
  map assignment.
