[tests] Improved browser test reliability, added SELENIUM_HEADLESS flag

- If browser tests were interrupted and then restarted,
  an IntegrityError was fired by Django.
  Let's remove test users before starting the tests.
- Run in GUI mode by default, headless in CI
  the SELENIUM_HEADLESS env var controls this,
  consistently with other openwisp modules.
- Minor improvments to reduce flakyness
