project: fix TypeScript 6 deprecation errors in tsconfig

ts-jest v29 internally forces moduleResolution=node10, which is
deprecated in TypeScript 6. Add ignoreDeprecations: "6.0" to silence
the error. Also modernise the main config: switch module to esnext
and moduleResolution to bundler, remove unused baseUrl, and add
rootDir now required by TypeScript 6.
