Upgrade to Blacklight 9 (#5235)

* Begin Blacklight 9 upgrade

Currently, several tests are failing because JS hits an error before loading
all the necessary things (we need the fix to https://github.com/projectblacklight/blacklight/pull/3724
to be released)
