test: improve hclutils test coverage for include and config parsing (#37)

- add ParseIncludes test with 7 subtests covering single include, expose flag variations, multiple includes, and edge cases (coverage improved from 23.8% to 90.5%)
- add extractTfVarFiles tests via TestParseFile with 5 new subtests exercising optional_var_files, required_var_files, absolute paths, multiple extra_arguments blocks, and locals references
- improve ResolveIncludeExtraArgs test assertions from generic type checks to explicit assertions verifying parsing behavior and code path coverage
