ci: add Alpine (OpenSSL 3.5.x) test job

Alpine ships OpenSSL 3.5+ which enforces stricter X.509
extension validation than Ubuntu's OpenSSL 3.0.x.

This catches regressions like the authorityKeyIdentifier
= keyid:always,issuer:always issue that only manifests
on newer OpenSSL versions during root CA CSR generation.

Runs node 22 and 24 on node:XX-alpine container images.
