Display requests in the Dashboard (#2498)

Replace the "Requests" button and its associated view and instead
display the requests directly in the Dashboard under a new tab named
"Requests".

Notice that only submitted requests are displayed (i.e. draft requests
are not shown here)

It also implements most of the requirements in #2472 except the display
of the request id and that will come as a separate PR.
