Update Go to 1.25, golangci-lint to v2

- Bump Go from 1.20 to 1.25; update dependencies (netlink v1.3.1,
  netns v0.0.5, x/sys v0.42.0)
- Migrate golangci-lint from v1.53.3 to v2.11.4 with v2 config format
- Update GitHub Actions: setup-go@v6, checkout@v6, ubuntu-24.04
- Add dependabot config
- Fix lint issues: rename getNetdeviceIds to getNetdeviceIDs,
  refactor if/else chain to switch, remove stale nolint directives
