Increase Go test coverage across conductor, socket, and utility packages

Add test files for conductor specwatch, guardrails, resume, and setter
methods. Add settings Validate() tests. Add activitylog hash chain
verification and forwarder tests. Extend backup with Restore() round-trip
and path traversal tests. Add socket handler tests for approve, hooks,
policy, status, checkpoints, discovery, eventlog, catalog, health,
notify, metrics, report, tasks, jobs, and config validate. Add web API
and worktree client tests. Coverage gains: activitylog 42→75%, backup
45→74%, socket 45→48%, web 40→47%, conductor 38→40%, settings 61→65%.
