- Add Claude Code agents, AGENTS.md, and CLAUDE.md
- Add .claude/settings.local.json.dist
- Update instruction files (Cursor rules, Copilot instructions) with
  expanded formatting, spelling, and workflow guidance
- Rework QA workflow: split into separate clang-format, Prettier,
  markdownlint, and spelling steps with path filtering for C++ checks
- Update pre-commit config: add ci skip list, bump clang-format to
  v22.1.1, pass markdownlint config args, use cspell directly
- Update .prettierignore to allow .mdc files
- Add .claude/settings.local.json to .gitignore
- Update dictionary
- Update .wiswa.jsonnet: add clang_format_args, remove inline scripts
- Update package.json: add dict:update script, markdownlint config
  args, Prettier overrides for .json.dist and .mdc, bump
  markdownlint-cli2 to ^0.22.0
- Update README.md badges: remove CodeQL/Tests/Coverage, add
  pre-commit
- Update CITATION.cff date
