Merge pull request #7013 from dhaney-stacks/develop

Updated CI to download code coverage artifacts that prior tests uploaded, aggregate them into a single file, and upload that file to Coveralls as a final step in our CI process. Added coverage badge to README. Upgraded checkout actions.
