feat: add install.sh and bundle it in release archives

- Add install.sh to automate post-install permission setup
  (setcap on Linux, setuid on macOS) without requiring make
- Bundle install.sh in non-Windows tarballs via release.yml
- Update README to document both install.sh and make install workflows
