[retry] Move retry and lifecycle to dedicated package (#466)

#### Description

- Created utils/retry package with config.go, retry.go, lifecycle.go
- Moved RetryProfile struct and related functions to retry package
- Updated all imports across the codebase
- Changed ExecuteSQL from method to package-level function
- Updated connection package to use retry.Profile
- Added test of Sustain
