cruft: update

Migrate build backend from Poetry to Hatch/uv. Replace poetry.lock
with uv.lock and move dependencies to PEP 735 dependency groups.

Other changes from Wiswa regeneration:
- Add release workflow and update existing workflows
- Add Claude Code agents, skills, and settings
- Add AGENTS.md, CLAUDE.md, docs/badges.rst
- Update cursor rules and GitHub instruction files
- Upgrade Yarn from 4.12.0 to 4.13.0
- Update pre-commit hook versions
- Update .gitignore, .prettierignore, .readthedocs.yaml
- Update snapcraft.yaml, CITATION.cff, CONTRIBUTING.md
- Add pyright exclude paths and uv config
- Remove djlint config (no longer needed)
- Remove S405 noqa comments (ruff config updated)
