cruft: update

- Update agent files (copy-editor, regen, release, wiswa-sync) with
  prose rewraps; release agent now uses --files-only for cz bump
- Restructure QA workflow with path filtering, individual step
  reporting, and Ruff action
- Add path filters to push triggers for AppImage, PyInstaller, Snap,
  and Tests workflows
- Add check job to publish workflow to wait for other workflows
- Add QA and Tests to release workflow checks
- Switch from actions/attest-build-provenance and actions/attest-sbom
  to actions/attest@v4; add SYFT env vars for SBOM generation
- Add v prefix to AppImage versioned filenames
- Pass explicit --config/--configPointer flags to markdownlint-cli2
  in pre-commit, package.json scripts
- Expand general instructions with format/qa/spelling rules
- Add changelog agent to AGENTS.md
- Replace inline badges in docs/index.rst with include directive
- Reorder badges in README.md
- Add snapcraft metadata (contact, donation, issues, license,
  source-code, title, website); add snapcraft.yaml to version_files
- Bump markdownlint-cli2 to 0.22.0, cz-path to 0.0.6,
  pytest-cov to 7.1.0
- Update CITATION.cff date, dictionary, uv.lock, yarn.lock
