Bump pyOpenSSL to 26.0.0

See GHSA-5pwr-322w-8jr4, GHSA-vp96-hxj8-p424

Temporarily use a GitHub commit for the Snowflake connector because of
the pyOpenSSL constraint. Will switch back to the newest version as soon
as it is available.
