cruft: update

- Migrate from Poetry to uv (build system, lock file, dependency
  groups, workflows, pre-commit hooks, ReadTheDocs, snapcraft)
- Remove poetry.lock, add uv.lock
- Switch build backend from poetry-core to hatchling
- Update workflows to use astral-sh/setup-uv, add path filters,
  SBOM generation (anchore/sbom-action), actions/attest (replacing
  attest-build-provenance), and draft releases
- Add new release workflow for auto-publishing draft releases
- Add publish workflow pre-check that waits for other workflows
- Update QA workflow with conditional Python steps, separate linter
  steps, and continue-on-error aggregation
- Upgrade Yarn 4.12.0 to 4.13.0, markdownlint-cli2 to 0.22.0
- Add Prettier overrides for .json.dist and .mdc files
- Remove .mdc from .prettierignore
- Update pre-commit: replace poetry hooks with uv-pre-commit,
  add ci.skip list, update markdownlint-cli2 and cspell entries
- Remove djlint config and dependency
- Expand Cursor rules and GitHub Copilot instructions with detailed
  Python, typing, Click, logging, docstring, and markdown guidelines
- Add Claude Code agents, skills, settings template, CLAUDE.md,
  and AGENTS.md
- Add docs/badges.rst for Sphinx badge rendering
- Update snapcraft.yaml: switch to python plugin, add metadata
  fields, set version to 0.0.1
- Update dictionary, CITATION.cff date, CONTRIBUTING.md, README.md
  badges, .gitignore, and VS Code extensions
