utils.portage: fix docstring section ordering and expand docstrings

Move 'See Also' after 'Parameters' and 'Returns' to fix pydocstyle
D420 errors. Expand docstrings with full NumPy-style parameter and
return sections. Fix en-GB spelling and comment prose.
