feat: add search functionality for API keys and users with pagination

- Implemented Search method in APIKeyRepo to find keys by name or creator.
- Added CountSearch method in APIKeyRepo to count matching keys.
- Created Search method in TrackedUserRepo for user search by email or name.
- Added CountSearch method in TrackedUserRepo to count matching users.
- Updated APIKeyService to support searching and counting keys.
- Enhanced SettingsHandler to handle API key and user search requests.
- Modified frontend API client to support searching API keys and users.
- Updated SettingsPage to include search functionality for API keys and users.
- Introduced role management for users, allowing admins to set and reset roles.
- Added role overrides table in the database for storing user roles and permissions.
