Update README and CLAUDE.md for Python 3.11-3.13 and TF 2.20.0

Remove TensorFlow Probability references, document supported Python
versions (3.11, 3.12, 3.13), TensorFlow 2.20.0, and ai-edge-litert
runtime. Update CLAUDE.md to remove stale branch notes and add
compatibility section.
