jlip: remove type ignore and fix docstring typo

Remove unnecessary `# type: ignore[attr-defined]` from pyrate_limiter
import now that the upstream mypy issue is resolved. Fix typo "exceed"
to "exceeded" in send_command and send_command_fast docstrings.
