- Move aiohttp/aiohttp-retry from hard dependencies to optional
  `asyncio` extra in pyproject.toml
- Update release agent to use --files-only workflow with separate
  commit, tag, and uv sync steps
- Add check job to publish workflow to wait for QA/Tests before
  publishing
- Split QA workflow steps with continue-on-error and summary check,
  add --all-extras to uv sync, use ruff-action
- Update markdownlint-cli2 to 0.22.0, pass explicit --config and
  --configPointer flags in scripts and pre-commit
- Bump dev deps: cz-path >=0.0.6, pytest-cov >=7.1.0
- Update CITATION.cff date
- Update uv.lock and yarn.lock
