Improve documentation UI and general docs bug fixes (#2710)

This PR addresses a few issues with the docs and some UI improvements. The following changes have been made:

- Fixed submodule headings outputting `#null` as their anchor
- Add better nav tools within the context of sub pages. E.g.: core plugins and Sass modules should be easier to navigate between without having to scroll to the bottom of the page. This was achieved by adding sub module navigation when on a viewing a submodule of a component.
- In "on this page" aside, scroll sidebar so that active elements are always visible.
- Fixed issue with drawer and aside being able to see unstyled backgrounds when over scrolling.
- Move plugin documentation into their own subdirectory. This should create the following slug: `/packages/core/plugins/[plugin-name]`.
- Remove the packages link from the draw packages sidebar.
- Fix virtual tooltip blocking clicks. This was done by adding a new `is-virtual` state class which removes the pseudo element that was previously blocking clocks while the popover was active.
- Introduced a new `intro` component for rendering a package/module's title and description without duplicating frontmatter.
- Improved the styles of both the "on this page" menu and the new modules menu. A new menu modifier was created to apply these styles to both: `menu_minimal`.
- Standardize the markup between package and module pages.
