Support private artifact repos authenticated via `keyring` (#57)

*   Assign `install_group`-s to `project_descriptors`.
*   Implement `install_specs` with `extra_command_args` to be used per `install_group`.
*   Create `local_auth` project to pre-install `keyring` dependency as `install_auth` group.
*   Install other projects subsequently as `install_main` group.
*   Create `dummy_private` project for publishing into private artifact repo.
*   Add `--no_tag` for `./cmd/publish_package` script.
