feat: move space admin actions into URI dropdown menu and hide empty maintained resources

Add "add maintained resource", "add time-limited space", and "add
open-ended space" as admin-only entries in the existing explore dropdown
next to the space URI. Remove the "+" buttons from subspace and
maintained resource lists. Hide the maintained resources section when
empty.
