fix(ipam): release allocated static IPs on partial allocation failure (#6493)

- release already allocated addresses when static IP assignment fails mid-flow
- avoid leaking IP usage in dual-stack static allocation scenarios
- add tests to verify failed IPv4/IPv6 allocations do not remain marked as used
- log successful static IP allocation for easier troubleshooting
