* puppetdb/api.py|types.py: Marking noop runs no pending changes as type unchanged

Resolves #103

* pypuppetdb/apy.py|types.py: Move status fiedl logic into node type

Instead of defining the type in the node api method, let's define it
inside Node object.

Also make sure that noop and noop_pending values are optional.
