Rename ProficiencyCategory to CharacterListCategory

The old name implied a dnd_5e_srd-specific concept. The struct is generic:
a labeled list of string values derived from a character's active concepts.

Rename throughout: TOML key [[proficiency_category]] -> [[character_list]],
RuleModule field proficiency_categories -> character_lists, struct
ProficiencyCategory -> CharacterListCategory, wire format field
proficiencies -> character_lists, and related helpers in the engine and CLI.
