style: Cherry-pick master CSS modernization into V2 branch

Cherry-picked 35 commits from master:
- Bootstrap 5 class migration (mr→me, ml→ms, pl→ps, pr→pe, fw-bold)
- Design token system (radii, shadows, transitions, colors)
- WCAG contrast fixes, rounded corners, squircle progressive enhancement
- Color palette consolidation (8→5 green variants, remove legacy #0000FF)
- Marketing opt-out page, registered address update, scroll event fix
- UserRatings force-fetch fix, status-reporter.js, Vitest BS5 assertions

Skipped 5 commits not applicable to V2:
- V1 $api guard (V2 uses different auth pattern)
- Playwright config/fixture changes (V2 has different test infrastructure)
