[ARO-25186] Fix the monitor not marking that it is started up (#4683)

* fix monitor's checkready, which now uses the subscription's changefeed time, as well as moving out magic values

* add some readiness and bucket checks

* since leases use the db struct's uuid, to have multiple actual workers we need to create a unique one per monitor

* don't create the master document since the monitors should do that itself

* duration defaults

* using less magic values, cleaning up the monitor db fakes to be more consistent

* cleanup

* add etag support

* update gencosmosdb

* correct some error returns and db fakes to appease copilot

* bump cosmosdb

* rebuild

* nil check for the master doc in case no buckets have been created yet

* clean up some tests and make sure that no bucket allocation is checked as an error

* copilot nits

* Potential fix for pull request finding
