fix: prevent CHECK_NEW starvation when REGISTRY_PRIORITIZE_ALL_PUBKEYS is enabled

When prioritizing all pubkeys, RUN_OPTIONAL_LOAD would loop back to itself
indefinitely, completely starving CHECK_NEW. This caused new nanopubs to go
undetected for the entire duration of the initial pubkey loading (observed as
17 minutes for 6 nanopubs in load testing). Now yields to CHECK_NEW with a
short 100ms delay between each pubkey, keeping peer sync responsive while
still prioritizing pubkey loading.

Also adds the preliminary load test report (PDF).
