Add GPU comparison examples for CTRNN and Izhikevich networks

Two new examples that run identical evolutionary tasks on CPU and GPU,
printing a side-by-side timing comparison:

- signal-tracking-gpu: CTRNN frequency doubling (sin/cos -> sin(4πt))
- spike-timing-gpu: Izhikevich temporal XOR spike discrimination

Both auto-detect GPU availability and degrade gracefully to CPU-only.
