Fix silent tauri_build failure: fail loudly and add ACL diagnostics

Previously try_build errors were swallowed with cargo:warning, allowing
generate_context!() to embed empty ACL into the binary. That broken
binary was then cached in the Bazel R2 remote cache.

Changes:
- rewrite_permission_env_vars now logs read/write failures explicitly
- Added ACL-DIAG cargo:warning output for exec_root, every
  DEP_*_PERMISSION_FILES_PATH readability, try_build success/failure,
  and acl-manifests.json/capabilities.json existence
- try_build failures now return Err (hard build failure) instead of
  continuing silently

Changing build.rs also invalidates the R2 cache key for the
build_script action and the downstream binary, forcing a fresh build
with the correct ACL on the next CI run.
