workflows/pyinstaller: fix vcpkg library discovery on Windows

The pygobject meson build could not find girepository-2.0 because
pkg-config was not available (Strawberry Perl's broken pkg-config.BAT
was found instead) and vcpkg paths were not exposed. Install pkgconf
via vcpkg and set PKG_CONFIG_PATH, CMAKE_PREFIX_PATH, LIB, and
INCLUDE to point at the vcpkg installed directory.
