Feature/#222 replace flake8 isort and Black with Ruff (#611)

* Replace flake8, isort, pyupgrade, and Black with Ruff

Consolidate linting and formatting toolchain: flake8, isort,
pyupgrade, and Black are replaced by ruff-check and ruff-format.

* add ruff support to whatsnew

* add ruff and pytest addons to setup.py

* replace black, isort, and flake8 with ruff pre-commit hooks and apply to all files
