Merge pull request #50 from CMU-313/retirejs-analysis - automated Retire.js CI workflow

Implement automated CI workflow for automated Retire.js checks, excluding existing vulnerabilites/CVEs within the original NodeBB codebase. This workflow checks that any new packages added to the codebase do not introduce known security vulnerabilities. It runs on every pull request and push to main, giving developers immediate feedback if a dependency they introduce has a known CVE before it can be merged. Existing vulnerabilities present in the original NodeBB codebase are suppressed via a .retireignore.json file in the repository root.
